The System Director of Facilities Design & Construction is responsible for the quality of all projects undertaken by the relevant departments of the Delivery Networks of Yale New Haven Health System. He/she directs the Health System/s construction projects, facility planning, design, development and space planning activities. Provides critical technical guidance and support to the institution's governing bodies and executive management personnel, on a broad range of physical environment and space utilization issues. Assists in coordinating annual and multi-year capital budgeting process. Researches and prepares a wide range of special facilities studies and architectural designs as assigned. Reviews and prepares design submissions specific programs, develops furniture, equipment planning, color coordination and tracking procedures for the construction project.

The Director of Facilities Design & Construction reports to the System VP Facilities, Design & Construction and Real Estate. The Director of Facilities Design & Construction will oversee one of the following functional areas Hospital/Clinical, Ambulatory or Infrastructure. All staff within the Departments functional area reports to the Director and the position is responsible for establishing quality standards and control procedures for all reports, drawings, and documents produced within the Department; for securing and directing all outside consultants and /or contractors retained by Yale New Haven Health System to establish uniformly functional design and construction supervision standards and monitor adherence to them and to implement approved policies and procedures and monitor adherence to Departmental objectives.

Responsibilities

  • 1. Design Responsibilities:
    • 1.1 Directs the development and preparation of short -term and long-range facility master plans and capital budgets based upon the broad health system goals and growth objectives and recommends their adoption to the appropriate Senior Administrator. Directs the overall activities of the architectural, engineering, and construction staff. Also directs staff training in the knowledge and skills of each discipline.
  • 2. Construction Responsibilities:
    • 2.1 Direct and coordinate the activities of the field group, developing the necessary policies and procedures to insure support for the responsible Project Managers. Assist the Project Managers in developing realistic budgets and time schedules, with due dates and manpower requirements for the construction phase of all projects.
  • 3. Quality Control
    • 3.1 Establish the criteria for quality production in all phases of work. In consultation with all interested parties, prepare and distribute a Quality Control Guideline/Manual.
  • 4. Personnel Relations
    • 4.1 As required or deemed necessary, submit new or revised personnel policies to the Human Resources Department of Yale New Haven Health System. Maintain, on a current basis, a Yale New Haven Health System Personnel Policy Manual.
  • 5. Other
    • 5.1 Assume, as required, the role of Project Manager in relation to specific high profile Hospital's/Health System's departments or projects. Provide all members of the organization with advice and guidance in the area of project approach and management.

Qualifications

EDUCATION


Bachelor's Degree in Architecture required; Master's degree in a relevant field, such as Business Administration or other applicable advance degree, required


EXPERIENCE


Minimum of ten years active, professional experience in an architectural /engineering firm and five years? experience in a healthcare system at the director level. Experience in the planning and programming of complex academic medical centers with an Architectural/Engineering firm with the ability to establish and maintain aesthetic guidelines for the Health System.


LICENSURE


State of Connecticut Architectural Registration.


SPECIAL SKILLS


Frequently visits various areas in the Hospitals/Health System to analyze reported facility problems with space or some issue within the context of this position description. Researches sites for proposed construction/remodeling projects. Conducts administrative and design work in a comfortable office setting and attends consultation/coordination sessions throughout the Hospital/Health System and at external agencies and firms. Subject to typical construction/remodeling project site hazards when conducting on-site inspections. Responsibilities involve occasional evening meetings and periodic deadlines to complete time sensitive project documents. Functions require precision and exactitude to optimize impact on Hospital/Health System operations, safety and development costs.


PHYSICAL DEMAND


The System Director of Facilities Design & Construction must have the demonstrated leadership qualities and the ability to communicate very effectively, both verbally and in writing. Outside the confines of the office, this person should operate in a manner that reflects the dignity and professional attitude of Yale New Haven Health System. Requires a comprehensive knowledge of Hospital/Health System development and facility planning strategies, techniques and methods. Must have the ability to analyze and integrate highly complex data and present conclusions in a clean and cogent manner. Requires advanced diplomatic skills to develop understanding and cooperation between divergent interest groups, and to effectively offer technical assistance on facility development issues of critical importance to the Hospital/Health System.
